Rachel Morineau

CHW/Promotores Engagement Committee Chair

Rachel has dedicated over 30 years to supporting diverse communities in the nonprofit sector, promoting volunteerism, civic engagement, and effective municipal policy change. Since becoming one of the original members of the San Diego County Promotora Coalition in 2009, Rachel has played a key role in advancing the impact of Community Health Workers and Promotoras (CHW/Ps) throughout San Diego County by co-leading the coalition’s Regional CHW/Ps Engagement Committee, advancing public health across the region. Her holistic, collaborative approach bridges organizations, faith groups, and local government, focusing on resource access and community-driven solutions.
Rachel serves on the San Diego County Social Services Advisory Board and recently acted as Interim Councilwoman for Chula Vista, demonstrating her commitment to family values and community development. With extensive experience leading CHW/P teams and working with marginalized groups at organizations like SBCS Corp. and SDSU’s Center for Equitable & Diverse Research (CEDR), she now directs Community & Parish Engagement at Catholic Charities Diocese of San Diego. She focuses on building collaborative community partnerships with parishes, the Diocese, and other faith-based organizations. Her humanitarian work includes coordinating large-scale support for community emergency efforts, migrant & refugee support, and unaccompanied minors across San Diego County.
